How a Desert Oil Discovery Changed India's Downstream Energy Story
Before 2004, Rajasthan wasn't considered an oil-producing state.
India's upstream industry was defined by Mumbai High, Assam and Gujarat.
Western Rajasthan remained largely unexplored until Cairn Energy acquired Block RJ-ON-90/1 under India's New Exploration Licensing Policy (NELP)..
Everything changed with the discovery of the Mangala oil field.
Soon after came Bhagyam and Aishwariya, confirming one of India's largest onshore petroleum discoveries in more than two decades.
But discovering oil wasn't the biggest achievement.
Deciding what to build after the discovery was.
THE NUMBERS THAT BUILT HRRL
- 2002 – Cairn acquires Block RJ-ON-90/1 under NELP.
- 2004 – Mangala oil discovery.
- 2005–06 – Bhagyam and Aishwariya discoveries confirm Barmer Basin's potential.
- 2009 – First commercial oil production.
- 18 Sept 2013 – HRRL incorporated as a 74:26 Joint Venture between HPCL and the Government of Rajasthan.
- 22 Sept 2013 – Foundation stone laid at Pachpadra.
- 2018 – Project restructured and construction formally recommences.
- 9 MMTPA refining capacity (~180,000 barrels/day).
- 2.4 MMTPA integrated petrochemical capacity.
- Nelson Complexity Index: 17, making it one of India's most sophisticated public-sector refineries.
- Project Area: ~4,500 acres.
- Peak Workforce: ~25,000 construction workers.
- Project Cost: ₹43,129 crore → ₹79,459 crore (84% increase).
- Nation Dedication: 4 July 2026
WHAT MADE THIS REMARKABLE
This wasn't designed as another fuel refinery.
It became India's first Greenfield Integrated Refinery-cum-Petrochemical Complex.
More than 26% of its product slate is dedicated to petrochemicals, producing:
- 1 MMTPA Petrol
- 4 MMTPA Diesel
- 1 MMTPA Polypropylene
- 0.5 MMTPA LLDPE
- 0.5 MMTPA HDPE
- ~0.4 MMTPA Benzene, Toluene & Butadiene.
Unlike conventional refineries, HRRL was engineered to process both Rajasthan crude and imported crude, improving feedstock flexibility and long-term economics.
COMMISSIONING
Just before its planned inauguration in April 2026, a fire near the Crude Distillation Unit (CDU) delayed the refinery's launch.
Commissioning resumed only after repairs, inspections and safety validation.
The refinery achieved its scheduled commercial operations in July 2026 before being dedicated to the nation.
WHAT IT UNLOCKS
- India's newest refining and petrochemical hub.
- Greater use of locally produced Mangala crude.
- Reduced petrochemical imports.
- Higher domestic value addition.
- New downstream plastics and specialty chemical industries.
- Industrialisation of western Rajasthan.
- Stronger long-term energy security.
