The Refinery That Was Written Into a Peace Accord.

Most refineries are built because a country needs more fuel.

Numaligarh Refinery was built because Assam demanded a different future.

That is what makes it one of India's most remarkable energy assets.

To understand Numaligarh Refinery, you have to travel back to 1979.

For six years, Assam witnessed one of independent India's largest mass movements, the Assam Agitation (1979–1985).

While remembered primarily for its political demands, it also reflected growing concerns about economic development and whether Assam was receiving adequate value from its own natural resources.

The irony was impossible to ignore.

Assam had already shaped India's petroleum history.

  • 1889 — Asia's first commercially successful oil well at Digboi.
  • 1901 — Asia's first refinery at Digboi.
  • Over the following decades, Assam became the backbone of India's onshore petroleum industry.

Yet many believed the state deserved more than producing crude.

It deserved downstream industrial development.

Everything changed on 15 August 1985.

The Assam Accord included a commitment that would reshape Northeast India's energy future:

A new refinery would be established in Assam.

That promise became Numaligarh Refinery Limited (NRL).

Approved in 1993, commissioned in 1999, and commercially operational from 1 October 2000, the refinery began with a capacity of 3 MMTPA, processing indigenous Assam crude into fuels that strengthened Northeast India's energy security.

Today, almost 25 years later, Numaligarh is entering the biggest transformation in its history.

Following a strategic restructuring in 2021, Oil India Limited (OIL) became the promoter of NRL.

The refinery is now expanding from 3 MMTPA to 9 MMTPA, supported by the 1,635 km Paradip–Numaligarh Crude Oil Pipeline, a 4+ km HDD crossing beneath the Brahmaputra, and India's first 2G Bamboo Biorefinery.

What began as a political commitment has evolved into one of India's most strategic integrated energy projects.

From Digboi's first oil well...

...to Oil India's upstream legacy...

...to Numaligarh's downstream expansion...

Assam has been shaping India's energy story for more than 135 years.

Some industrial assets process crude.

The most remarkable ones process history into progress.

Numaligarh Refinery is one of them.

"From Asia's first oil well in 1889 to one of India's largest refinery expansions today,Assam has shaped the nation's energy story for more than 135 years."
