₹34,555 CRORE BUILT THE REFINERY.
₹61,077 CRORE COULD DOUBLE WHAT PARADIP BECOMES NEXT.
Paradip's story didn't begin in 2016.
24 MAY 2000 | THE FOUNDATION
Prime Minister Atal Bihari Vajpayee laid the foundation stone for IndianOil's Paradip Refinery.
Nearly 16 years later, the ₹34,555-crore grassroots refinery would be dedicated to the nation.
But Paradip wasn't designed simply around capacity.
It was designed around crude flexibility.
100% high-sulphur crude.
Up to 40% heavy crude.
TAN up to 0.5. 15 MMTPA.
Nelson Complexity 12.2
And IndianOil's first refinery to run 15 MMTPA through a single atmospheric column.
Behind that flexibility sat deep conversion:
Delayed Coking, Hydrotreating, Catalytic Reforming, Alkylation and INDMAX ,built to turn difficult crude into higher-value products.
Dirtier crude also demanded cleaner engineering: Flue Gas Desulphurisation and jetty vapour-recovery were built in from day one.
2015 | CRUDE FLOWS
Crude processing began 26 April; by November, diesel, kerosene and LPG were being dispatched.
Three SPMs ~25 km offshore let VLCCs deliver crude directly , the same coast lets Paradip serve east, south and central India while exporting to South-East Asia.
Then came something particularly interesting.
Paradip's 4.17-MMTPA INDMAX took IndianOil's own R&D to mega scale ,a 44% LPG yield, among the highest of any such plant , and moved IndianOil from refiner to global technology licensor, now licensed worldwide through Lummus.
7 FEB 2016 | THE REFINERY ARRIVES
15 MMTPA. ₹34,555 crore.
But refining was only Act I.
2019 | FUELS → POLYMERS
A 680-KTA polypropylene plant went on stream.
2023 | MEG
Paradip dispatched its first Mono Ethylene Glycol consignment.
2026 | PX → PTA
The ₹13,805-crore integrated complex is designed for:
800 KTA PX → 1,200 KTA PTA
As of 31 March 2026, IndianOil reported 93.5% physical progress, with commissioning expected in August 2026
And now comes the much bigger bet.
₹61,077 CRORE | PARADIP PETROCHEMICAL COMPLEX
IndianOil's largest-ever investment at a single location.
A dual-feed cracker producing PP, HDPE, LLDPE, PVC, Phenol, IPA and Butadiene.
Not just an add-on , it takes refining capacity from 15 to 25 MMTPA, anchors the Paradip PCPIR, and could save India ~₹30,000 crore a year in imports.
Paradip's most important number next decade won't be 15 MMTPA, or even 25.
It may be the value created from every barrel after it reaches the coast.
2000: Build the refinery.
2016: Master complex crude.
2019: Move into polymers.
2020s: Deepen petrochemical integration.
Next: Build an industrial ecosystem around the molecule
Refinery veterans & petrochemical professionals , what becomes Paradip's bigger strategic advantage: crude flexibility, coastal logistics, or petrochemical integration?
